“Early in 2012, ICF held interviews with developers that were competing to develop our facility in Martinsville, Virginia. As I have told Chris Ciliberti on multiple occasions, when he and his team concluded their presentation, shook our hands and left, I turned to my team and informed them that I had just made my decision. There were many reasons, but for me, I felt that their experience was second-to-none when it came to build-to-suit assignments, and there was a sense of determination I got from Chris and his team that convinced me they would not let me fail in the development of this most important facility for my organization.

Chris led the effort in quickly and efficiently negotiating a multitude of complex, multi-party documents with ICF, our financial partner and our general contractor so that we could get started with construction. Behind the scenes, Chris and his team were spending valuable time on design, without a deal in place, so that when our transaction closed, construction would start immediately. It did. The general contractor mobilized on site the day after our transaction closed.

They completed this complicated project in just seven months, as promised, and $400,000 under budget. Upon completion, Chris negotiated with the lender to allow us to escrow unused TI’s for our future use over the term of our lease as needed – a pretty rare occurrence given the particular lender. Throughout the project, he always had my best interest in mind. I knew this the moment I met him and his team.
